We can't mass produce them; we have very basic ones, and maybe will never achieve better ones. There's a block in the way to better nanobots that is currently unsolvable (the protein folding problem). If they wanted to harm people with the vaccine, I really doubt the nanobot route would be efficient or even feasible.
