not uncommon in Europe, a lot of countries have the drinking age be 16 for beer wine and cider, and in some cases below 16% ABV drinks like in Denmark
in Germany if you're accompanied by your parents you can actually drink in a restaurant at age 14

I guess it makes sense considering how much stronger spirits are but I'm surprised they even bothered to differentiate between them. I live in Ireland and it's 18 for everything
