You need to get a social circle with the sort of people who would frequent a library if that's your kind of person. Nightclubs and bars are irl Tinder and don't work for low-tier normies. Make friends with people of both genders, not just females you'd want to sleep with. If you pass looks-wise, you should eventually get introduced to the kind of female you're trying to cold approach. If you don't, you're a truecel, and you should just give up all hope.
