In every apartment I ever lived in, I've had at bare minimum one neighbor who has a dog with a very loud bark that barks constantly, fucking with my sleep. And no, ear plugs do not help.
And you can't do anything about it either. Complain to the neighbor, and you'll just make a new enemy. Complain to the landlord and they will do nothing.
Apartments that full stop don't allow dogs are extremely rare, probably because most people renting are zoomers and millennials, two generations that absolutely worship dogs. There aren't any that are anywhere near me. I did see find one that had a no dog (well, no pets in general) but it was like 100 miles away, and it was a luxury apartment with astronomical rent. And even then, they make exceptions for "emotional support animals".
Aside from that, the best I can find are ones that have restrictions on how many you can own, but that's useless because it only takes one dog to ruin your sleep.
The only way to get away from constantly barking dogs these days is to buy a house on a large plot of land, far away from any neighbors. Unfortunately I'll never be able to afford this.
