Does it actually works as intended?

No. I bought some a decade ago and tested it out - on myself - it wasn't very fast or effective. Used in surgery it requires a constant drip into a special breathing mask to be effective.

It's not like that old rag over the mouth scenario you see in movies.

Ether is slightly better. (Cheap Starter fluid, or the USP clean kind)

Both of them will eventually evaporate into nothingness, no matter how well you reseal them up.

It depends on the container. Starting fluid shaker-spray-cans, lasts years but the bottles of liquid dry out.
