Many GPUs that are a few years old can run some very impressive games like the GTX 980Ti. I guess it really depends on what games you want to play. A GTX 980Ti will be able to run every 2015-2017 AAA game at high setting with 60+FPS and it's not expensive now.

For a CPU, I suggest either an AMD Ryzen 5 34000G or an Intel Core i5-10400. Other good option include the Ryzen 3 3300X, the i3 10100 and the Ryzen 5 5600G.
