very rare like in the thousands tbh, i remember some guy made the calculations on how rare a 6'4 HTN is and it was like 1 in 412

I would imagine it's more common in the Netherlands. Everyone on my European side of the family (with partial Dutch ancestry) is over 6'0", the women are 5'9" and up, and a couple of the men are 6'8"-6'9". In the US, I see guys all the time that are around 6'2"-6'4", especially in the Midwest, but I would say anyone taller than that is exponentially rarer.
