If you are talking about the games, start with EOSD and when you are done with its bullshit RNG patterns you can go play PCB and the other games. No order, just choose one and enjoy the music with the gameplay until you get good enough that it doesn't matter

If you are talking about the culture in the west, it is mostly shitposts and inside jokes with a slight amount of lore. I would bet money that a large chunk of touhou fans haven't actually ever played touhou.
Go watch some funny videos about the characters until you like some of them and you will get to know more about touhou naturally
