He's technically correct, but the reason offered doesn't answer or address the question. God also created the natural, primal attraction between the sexes, as well as the various physical characteristics which increase/decrease that attraction. There always was a preexisting, divinely-ordained hierarchy, by virtue of God choosing which gene combinations you will have when you're born from whichever parents.
