Venting Housemates Dog Won't Shut Up

My housemate has this dog, which usually is alright when he's around, but when he's out, the dog becomes insufferable.

Right now, she's piped down, but earlier and sporadically throughout the day when he's out and especially when everyone else is out. What's even worse, is that she doesn't have the usually "growly" bark many have, it's a whine and more of a yap if anything.
