As far as procedures and protocols, psych holding facilities are practically identical to prisons in their furnishings. It's a detention facility, complete with routine strip searches. As far as keeping anyone "safe", it's been known for decades that a stay in psychiatric hospital increases suicide risk -- and there are papers in medical journals attesting to this fact
