The major NATO governments. They want to make Putin look weak and incompetent to the Russian people by showing that he's unable to defend his homeland from a handful of gunmen. The people will start to think what Ukrainian soldiers could do to them if they invade when four shitskin Muslim terrorists could easily do so much harm. They'll start to lose trust in Putin's leadership, because he keeps claiming that this Ukraine "special operation" is about defending Russia and Russian interests from NATO's creeping reach. How can he do what when this sort of thing happens without anyone being able to stop it?

This attack also happened right after elections in Russia. Very suspicious. If it was an inside job, why they needed to wait till elections?

The Feds in every country are the same. When a terror attack happens, everyone wants a politically and ideologically convenient scapegoat. As well as a simple solution.
They can't accept that maybe, just maybe, terrorists are unhinged, violent thugs that can be random in nature and motive. That's infinitely scarier.

Russians will blame anyone but their own incompetence.
