Harassment is determined by whether the foid feels like its harassment or not. If the foid looks back and notices that the guy is a non-Chad, the flirting magically becomes harassment. This places the man at the mercy of the foid.

Plus foids are encouraged by feminists and the cucked society to dress like whores which causes men to loose control and compliment them. This again victimizes men.

Any type of harassment could've been called flirting if the foid wanted to but they don't (in case of non Chads). So a man who is at the mercy of a woman cannot be a criminal, he is obviously a victim.
