Carthaginians were more similar to actual Levantines iirc, nowadays they're mixed with Berbers, Sub-Saharans, and some Med/European iirc.

I would have said some kind of Med(Spanish or maybe Italian)

Darker hair & brown eyes+Whiter skin & European facial morphology.

Those would have been my choices as well. I just didn't want to guess his country based solely on that as I would have been off. The region matters more than nations, specifically as nations are man-made while land and environment are all natural.
