Liberty is a right because otherwise people can dictate what you can do by force (obviously you can't force others to do things either).
Essentially, rights are that you should value other people's lives and not be able to stop them from doing their own thing.
However, left wingers believe in many more positive rights, which are things that need to given by society to take care of people. This includes services like health care and such, which entails you being entitled to the labour of others.
Incels wanting the right to reproduce or have sex is a positive right, where they are entitled to the labour of others, usually prostitutes and this has to be paid by society. Obviously sex life is important for normal mental health, thus this is simply health care.
This doesn't mean a woman has to have sex with someone they don't want to, but this will be like a full time job that government hookers will do.
I know some of us don't want to have sex with escorts, but want love, but for those who do, the idea of a health care system that works on people's mental health and helping alleviate the trauma of being an ugly incel falls under the case of health care and a positive right.
