Genuine & Polite Or Just Condescending?

Always been fascinated by this video. Is the nice looking bearded gentleman handling this interview the right way? Does he not know any better? Is he scared of losing his job if he's was a little more honest and direct, or is he simply showing off his talents for diplomacy? I'm undecided, I do get some pretty good vibes from both of these gentleman, but I don't know if I'd construe the situation as baby talk or the like if I was in the disabled guy's position. It is purely physical, apparently. Specific responses? General reactions?
