Yeah mafia 2 has lots of bugs. This actually happened to me as well.
Download the 4gb patch. If you're on DE then Google online for the unofficial patch fix.

Playing the GOG build should also circumvent this. OP is probably playing a shitty cracked version of the game. GOG releases usually come packed with heavy performance related fixes & improvements.
Pirate the GOG version instead if you haven’t already:

Maybe mafia 4 will be closer to the 2 we will see anyway it will be their last chance to create something great on their own, their remake of mafia 1 was pretty good but they changed personality of the characters way too much to be like gigachads instead of ordinary men that join the mafia family.

Mafia 4 will take place in 1900s Sicily. This could really be an awesome reboot of the Franchise, and also introduce a new level of brutality as the Sicilian mob was way more brutal and cutthroat than the American mob.
