If they have close relatives who are jews. Plenty, of Russians/Ukranians who fleed the war went to isreal. Imagine, giving eastern Europeans who have nothing to do with the land citizenship, but kicking out people who have lived in the land for over a 1000 years. Isn't that the case for all gentiles with Jewish spouses, a Jewish grandparent and so on? I've never encountered the claim that the Law of Return is selective in terms of which gentiles can benefit from it on ethnic grounds.
