Your concern is legitimate, but the development of new technologies will never be stopped. Governments will either use it and be ahead of the market for "national security reasons," or they will regulate it as a reaction and response when it causes enough disruption.

There will be laws requiring AI creation tools and the content it generates to have digital markers in the future, and there may be new laws created with regards to IP and creative licenses.

Just because the origin of the content was - learned from - humans, doesn't mean it's human content now.
