Free market ideologies is inherently internationalistic. Real world examples have show and will continue to show that the business owners rather hire cheap third world workers than locals. Even in food delivery apps, locals rather have third world delivery workers than not have this service at all.
This isn't to say no locals are hired; in some cases, the higher price of a local in restaurants may be worth it where the language is rarely spoken.
To protect local interests, a state dominated economy is needed. First, local benefits need to be the state's program, next, all economy activities must listen to the state, whether said activity is state owned (SOEs) or private.
