Simply make it a lottery where every year you get paired up with a female at random. That way you won't get punished or rewarded because of your looks, and you won't be stuck with anyone for life because of bad luck. Have a grading system where you rate the women you've been with, and they get some reward (shoes or whatever they're into) based on how well they performed. Bottom 5% get used as slave labor. Top 5% get to pick their next guy.
Of course being fat or having shitty hygiene would have to be illegal. Refusal to participate would be illegal.
It would be like the conscription men were forced to go through for centuries, except instead of potentially having their guts spilled, women would just have to fuck someone they're not attracted to.
