Depends on many factors.
But usually the more you are good-looking, influential, powerful, popular, the more you're allowed to break the rules.
This doesn't work always, of course.
Yes, when i fought back bullies in school in the first 2 years i was punished by the teacher, but they turned a blind eye when others were bullying me.
I guess women have some psychopathic fetish, they enjoy genetic outcast getting beaten and ridiculed by stronger kids.
