1. Inability to understand the world, they are inexperienced and too stupid

2. They cannot consent, even if they do show signs of permission it is a result of grooming and not understanding anything

3. They are not built for sexual interactions, dogs regardless of age, are not built for sexual interactions with other species

Soyciety will not see this as an issue.

Also: dogs can clearly consent, you can see bitches present for other dogs to mount, they just communicate non-verbally.

Children can consent too. The issue isn't whether or not you can communicate "yes, do this" but rather the thoroughness of people's understanding compared to where we think it ought to be.
