That's the point. Some people have shitty hair genetics. Their hair starts falling out at a certain length and that can lead to a mane that looks thin at the end.
Here is an extreme case

They have so many cover ups they can use to bump up their looks by 2-3 points. Guys have to work out their body and get surgery for their face just to hopefully go up a point.
