Even if an individual has a female friend and is actually doing the "she'll see how great I am some day and go out with me" thing...if he's not having sex with her, he's celibate and (by definition) involuntarily so.
With that said...
99% of women who aren't getting dick that want it are volcels. They won't date ugly guys. So, yes, the point of the OP is valid, though unsurprising.
