Ghouls are humans mutated by radiation with rotting skin/smell and they dislike smoothskins (normal human). The Tenpenny people think that they will inevitably become feral

>Everyone in Tenpenny tower warns you about ghouls
> The tower has a strong no-ghoul policy
>You must do a mission before entering the tower (I think you can bypass it with bottle caps?l
>The mission involves either A. Killing the ghouls who have been trying to enter B. Negotiate both sides to co exist peacefully
>You choose option B
>Co existing peacefully for a few days
>The ghouls massacre all non-ghouls, talking about "taking out the trash" and taking over the tower.

This quest alone was more provocative than the entire main quest lines of Fallout 3 and Fallout 4 jfl.

Wonder if the allegory was intentional on Bethesda’s part.

Vault 15 is another hilarious trope.

Vault of forced diversity, had schism (euphemism for race wars), when those people went out they formed anything ranging from democracy states to cannibal gangs. While fallout devs don't mention races, it's strongly implied that races are involved (that said, Indians are also included in the NCR faction so)

Fallout 3 has a really shallow binary morality, but this quest is the exception. It's actually interesting and philosophically challenging. A seemingly altruistic action incurred repercussions, including unintended further harms to certain parties. It's realistic and it makes you think more deeply about your decisions.

I wish all of Bethesda's writing and quest design was this strong.

I wonder if a based game developer snuck that in under his radar. I remember reading that Michael Kirkbride admitted to tricking Todd into accepting some of the weirder and more outlandish aspects of Morrowind.
