It might be fake though. Look at it with suspicion.
Accounts, pages and news sites in Arabic, English and Hebrew circulated a video showing a young man the banner of punishment taken by the Islamic State as his banner at the entrance to the town of Al-Karama in the countryside of Raqqa, after it left the control of the SDF with the arrival of tribal forces to the town.
The widely circulated clip since January 21, 2026, was accompanied by allegations of the return of the Islamic State and its control of Raqqa.
Accounts also claimed that the Islamic State had declared the caliphate in the town of al-Karama in Raqqa, and attached the allegation to a video showing ISIS operatives accompanying Kurdish prisoners of war in orange-dressed clothes inside iron cages.
While calculations went to claim that the clip is old and dates back to 2014.

The (Verify) platform team verified the video circulating to raise the banner of punishment taken by the Islamic State as a banner at the entrance to the town of Al-Karama in the countryside of Raqqa, and it was found that the clip was true and modern.
It communicated with the platform with a media activist residing in the town of Al-Karama in the countryside of Raqqa, and confirmed that the clip was recent and photographed on January 18, 2026, after the control of tribal forces on the town, and added that the incident was carried out by an individual young man, and the people of the town landed it directly.
The source provided the Verify-Sy platform with recent images of the entrance to the town on January 22, 2026, showing the matching of the color of the arch at the entrance with the color shown in the rolling section.
