It's the recessive gene that needs to be present and randomly selected through genetic recombination (which we all know too well). For example, if the dominant allele is A (other hair) and the recessive allele (ginger) is a, and a only comes into effect if there are no As present.

Parents have two alleles each. They must both have the recessive allele or dominant to have a chance. It could look like this:

In this case there is a 50% chance it will be ginger, as the father has two alleles which are ginger making his side automatically ginger and making the offspring a carrier of the gene, but if A is randomly selected instead of a, the child is born with his mother's hair, as it is dominant.
