"I am afraid that women appreciate cruelty, downright cruelty, more than anything else. They have wonderfully primitive instincts. We have emancipated them, but they remain slaves looking for their masters, all the same. They love being dominated."

This is a quote from an 1890 book. And notice how big of a truth nuke about women's nature is thrown here: "We [men] have emancipated them [women], but they remain slaves looking for their masters.

Who is the character talking about here? Not someone in particular, rather every group of men that somehow lure women in: handsome and tall guys (aesthetic superiority), violent men and bad boys (aggressiveness superiority), and rich men (status, influence and power superiority).

Women are always slaves to some group of men.

Clever observation. As much as they preach equality and female independence, women can't help but seek a provider to take care of their needs, and in this case it's the government.
