This will be fairly easy one. Since all prices market are regulated by supply and demand, but supply, unlike in other markets, in this market cannot be quickly produced, it's easier way to reduce demand. The way we do that is by making sure women stay at home and become housewives This solves multiple problems at once.
1. Women don't buy real estate only for themselves, therefore, demand is directly decreased
2. Since they stay in the house they don't have as much money and when they do, they have more time to evaluate each purchase which lowers the transaction possibility and thus significantly reduce spending and not overstimulate market which we know results in price increase
3. Staying in home would reduces female promiscuity, which is bad in on of itself and calculating all the negative ramifications would take me about 858748 trillion years, however the most harmful aspect is, again, artificially increasing prices through overpriced products with unreasonable profit margins such as expensive alcohol (700%), party wardrobe (300%), depression and anxiety medications (900%)
