Supposedly, Nintendo opted for them because they're cheaper. I'd say there's also another motivation which is a more long term one. Physical media is somewhat of a negative for Nintendo in the long term. Look at the Wii. It's cheaper to just buy a game like Donkey Kong Country Returns on the Wii than it is to buy it on the Switch. Being digital only ensures that Nintendo won't have to compete with the used market when they release remakes and remasters in the future when they've shut down the switch 2 digital store.

What's the point in preserving an activation code? If the media isn't on the item being preserved then all that's being preservered is a worthless string of numbers that only serve to tell the nintendo servers to associate a license with that device or account.

Things will get nasty once they will shut down it's store and all used copies will become a dead paper weight that can't download the game. At this point only Sony somewhat cares about physical games but it's still very limited support as modern games require day 1 patches to function.
