I think this is a reference to the death with dignity act, which allows people with horrible diseases who will never be able to recover the chance to take their own lives instead of living with pain. Think cancer or ALS.
Fun fact, you always have the right to die, the death with dignity act just allows it to be legal for people who are horribly ill.

Nope. If police catch even a whiff of the idea that you may commit suicide they'll hold you for three days. Longer if they decide you're legitimately depressed or ill.

Suicide will never be allowed for beta males UNLESS civilization reaches a point where betas are truly no longer needed in terms of tax revenue or labour. The latter is plausible with the rise of robotic automation, but the former is impossible. Betas always have and always will be the nett tax contributors to society, women and alphas need them to keep things afloat fiscally.
If we had Star Trek tier replicator technology and became a post-material civilization where everyone can have everything they ever need at the push of a button, then society will allow betas to euthanise themselves because they will be totally obsolete.
