don't remember the exact numbers, but if you look at the supgroups within the groups who cause the most violence, you get like 3% of black men doing most of black murders, which had risen to 60% of all murders for I think last year? if eugenics just turns these 3% of most extreme violent criminals into less violent people, that has a disproportionately large impact on crime as a whole.
small shifts in distribution are felt most towards the tail ends of the spectrum.
another argument is this: if you get eugenics to work well once, the effects will be so desirable that societies perspective will shift fundamentally. from that point onwards, you wont have to convince people and manipulate them into going along with w/e you are doing to maximize desirable traits. once everyone can see for themselfs what it's like to live in a society with more geniuses, more beauty, less violence, less genetic inequality, less mental illness, etcetc. people will be intrinsically motivated to keep eugenic trends alive.

also, why is everyone talking about culling, you can just use incentives like paying criminals or shorten their sentences if they sterilize themselfs, or just wait for gene editing.
