The 6 pages argues that a person should be allowed death if it is born with any defect and/or has any terminal disease that leads to dysfunction of "normal" course of life.
There is a difference between living and just existing while suffering.
The author makes a case for the 'Quality of life'.

I and many others for instance have thought of roping, but I wish I had the option to be euthanized. Where are the Human Rights Activists.
