If you have a prank or novelty store near you - if not, you can easily order online - you can get fart bombs or fart spray. Fart bombs are basically packets with a seal that you rupture and then chuck like a grenade, releases a foul, offensive odor. Fart spray is the same thing, in spray form - I've seen YouTube pranksters use it. They are very effective and potent, and very inconspicuous. I let off a few in high school, usually just 'activated' a stink bomb and threw it in the garbage, and it would stink up an entire hallway.
Wanna target foids in particular? Get as close as you can to female locker rooms, restrooms, etc. - and apply fart spray or drop a fart bomb; it's especially easy to do if there's a trash can; you can just quickly break the seal and drop it and most passerbys will just assume you're throwing something away. You can also do this at feminist events.
This is a relatively low-risk endeavor too, so there's really no reason not to do it. Even if you're caught, the worst thing would usually be suspension/banning from the premises (e.g. school, community center). Most people won't waste their time actually charging/prosecuting anyone for this and even if they do it's likely some minor public disturbance type misdemeanor.
