2) FREE MARKET

3) STRONG CRIMINALIZATION OF VICES

No drugs, no alcohol, no degeneracy of any kind, just a pure good society.

The same way we enforce current laws. There would be an interlocking control system of checks and balances to ensure if individual actors within the system break the rules, they'd be punished too. Cops still go to jail if they commit crimes, even if systemic forces make doing so more difficult.
