Someone put a RAT throughout a link. I cleared my PC but I'm going to USB reboot just in case. I know the link is definetly from here as I haven't clicked on links or suspicious ADs anywhere else

Malware that grants admin controls over your device and then keylogs everything to get a password. It corrupted my PC so much that I can't even do a factory reset. I'll try to go buy an USB and download windows from a safe laptop

Try putting your PC in a different year operating system like windows 8 or 10. Usually the viruses dont account for older operating systems and you can delete the link or file.
One time I got a virus from a pornsite and couldn't even open my computer without it demanding money. Had to call my uncle to help me over the phone and he told me to do this and it worked. I was like whoa holy shit this guys knows a lot about computers too

How did you find out you had a RAT on your PC?
Random text notes in C drive that weren't there with text like: "finished!!" which is something Windows wouldn't randomly put, Windows recognizing two monitors even though there is only one, options to access BIOS unavailable, offline scan and factory reset not working just going in a black screen loop, random freezes and random locked folders.
Thanks but I've fixed it by turning off power on every single component and allowing it to disperse all the voltage. After that I managed to access BIOS from and I also later managed to factory reset Windows.

If it's remotely controlled over the internet, can't you turn off internet to prevent him from controlling your computer further?
The problem is if OP's accounts are now compromised.

I did that immediately but the damage was irreversible to the PC so I had to wipe everything
