Is this high or low? Here it's going down, nobody wants to have children, and rightly so: high inflation, very high tax burden, poor quality of life, low wages. Asia is going through this, but with a good quality of life.
It's used to be higher and dysgenic, due to the Vietnam war (we call it American war here). Now it is way less than before, only 2 children, somewhat moderate (under the influence of feminism and the United Nations). But as I said, the government is trying to promote pronatalism, and they're going for a more eugenic approach or something.

Well yeah, on the one hand, it's partially cultural, because they value traditions, communalism and oppose against contraception (also because it's expensive). On the other hand, poor countries signal the lack the healthcare and horrible living conditions, which leads to high mortality rate. As a result, these people are forced to breed and birth more children, just to make up for the losses, and promote economic growth (because, obviously, manpower and labour). Parents also can't adapt, unlike their offsprings, it is a evolutionary effect, due to societal changes. They cannot achieve better education and work to earn, so they rely on their children, financially.
It is also poor family planning in my opinion. Some family just fuck all they want because they are horndogs, and actually love each other (something that doesn't even happen in the modern day anymore, thanks to fucking feminism). They don't have access to contraceptives, so giving birth occurs naturally and occasionally, don't care whether it is dysgenic or not.
I'm not very knowledgeable, but that's all I can think of.
