There are free ones like ProtonVPN but mostly yes they require payment.

That's because they have time or data limits. ProtonVPN just automatically connects you to a random server available without any caps.

Tor isn't a VPN but it can be if you configure it on an OS level (like with tails).
Yeah, ofc not a VPN in the technical sense which is why I didn't allude to it being one. I tried system-wide Tor routing using a virtual machine running a Tor gateway before though.

I mean there's Whonix for that isn't it? Or perhaps you don't like using whonix and prefer something that isn't debian based.

I was running Windows. Whonix seemed like a pain in the ass to setup.

Eh fair enough, because you have to run the gateway + the actual desktop environment itself but it's possibly the most secure way to access tor since malware that can break out of virtualization is extremely rare.

The only downside that it takes a literal toll on your resources but any modern computer with a decent CPU can run it just fine, although tails is better if your device is on the lower end.
