Honestly it really depends on what you have to work with, your “starting frame” per say. I’ve seen people that are maxed out in almost every aspect but for some reason their face is just not chad level attractive. That being said I think almost everyone can improve in some way via PS. I also think if you’re maxed out in most areas and try to overmax you’ll wind up worse

It's quite true, moving to Southeast Asia and getting 2 more points for your beauty is much easier than getting handsome with plastic surgery. Especially if you are not tall or have a good body additionly
Yes but you will need lots and lots of money and if you have this amount of money you shouldn't have much trouble to begin with
