Static = IP cannot be changed unless ISP gets contacted.
Dynamic = IP can be changed with a router restart (which can be done with either turning it on and off or unplugging it from the socket for a few minutes).

Switch off your router for 5 minutes (as described the original post) and then turn it on again. Then check the website again to see if your address has been changed.
Additional: It may take twice for the address to be changed, although it's usually done by the first time.
