Yes.

It depends on their genetic composition.

If someone shows up as 0.4% Jewish on 23andme, I probably wouldn't consider him one.

Some Jews are absorbed into a population where their genetic contribution becomes a footnote.

For me, a Jew is someone who, in theory, can apply for an Israeli passport, meaning someone who has at least one Jewish grandparent. I don't know if the rules have changed, but in the past, if you had a Jewish grandparent on either your father's or mother's side, you could qualify for repatriation. For me, a non-Jew is someone who has at least one Jewish great-grandparent.

For me personally, a non-Jew is someone who does not have Jews in 3-2 generations. This means that they do not have a Jewish father, mother, or grandparents.
 
Not bait. If someone’s half Jewish but wants nothing to do with Jewry then I accept that.

You still have to watch out. Those people know that they can benefit from Jewish organizations and go to Israel for citizenship (not the best living there but developed country nonetheless)

Jews tend to be relatively closely related, so one can assume they're similar. You can also notice this in Arabic populations where the people have a similar personality trait (aggression and violence)

Yeah, I guess I’m being too lenient in accepting mischlings as non-Jews. Still, among Jews they’re considered to be outsiders, especially if they’re not Jewish on the side of their mother.

You should view it by race. Modern Jews don't care much about religion (other than the part about how they hate goyim and how they're God's chosen people)

Jfl, I believe Someone becomes a Jew if their genetics are maternal. Meaning even a person with maternal Jewish ancestry can can go Israel.
