Depends on the traffic, I'd say. It's not wise to do so, if you're driving on a full road but if it's an empty highway or a traffic light, go ahead at your own risk.

There are times when being on the phone brings other peoples safety in question and there are times where it only brings your own safety in question. For the former, it's considered better if you don't phonemaxx but for the latter it's your own safety, thus your own decision.
