I seriously doubt it. I don't even think states like NK would be willing to spark a world war.
The concept of total mobilization and total war, and gigantic front operations like the Eastern Front of WW2 are an abstraction for both modern elites and normies. Fighting world war is simply a massive headache that's not worth it, not even for states with expansionist and multipolar tendencies.
I don't even think most major arms companies would benefit would total world wars, as most of them specialize in highly advanced military technology meant for fighting limited wars. Even with subsidies I don't see them wanting to transition to mass production.
This is just my opinion ofc I could be very wrong.
