I don't think it's purely about blue eyes, but having bright eyes. Some people have blue eyes but you can't tell they have blue eyes unless you get close to them because it's a dull dark blue. In that case. having bright light brown eyes would be better than dark blue eyes.

Chico has light brown eyes that look brown/dark brown in most lighting but his youth was filled with this.
