Necromancy is not possible - at least, not in the way you're thinking. The best you could come close to is communing with the spirit that was close to or attached/assigned to the deceased person and was freed upon their death. It's not very reliable, though, else learning people's secrets would be easy.

Place them in a 5 point circle with an artifact or photo of the person you are trying to contact.
Light them all and meditate to try to channel the deceased soul (this may take multiple attempts so take breaks).
If properly channeled the colored candle should blow out on it's own and the soul will visit you in your future dreams.
