That means even if houses get cheaper, the state bleeds you dry through taxation and inflation. Also, cost of living isn't necessarily the reason the birth rate is low (poorest countries have higher birth rates), and you would still have to somehow deal with hypergamy, feminism, and the myriad of subversive ideologies.
Take for example Japan, which has cheap housing in general, yet a very low birth rate.
