If you did, the web master was a lazy retard who didn't change his settings because that's literally all you need to do.
There's a reason as to why DDoS was a huge thing back in the day but barely relevant anymore. The only two recent events where DDoS happened that I can think of was when 8chan was shut down and when Kiwifarms got DDoS'd by trannies and both of them happened because Cloudflare refused their service to either site. Kiwifarms late made their own network and their admin Null isn't exactly known for being the smartest programmer (google Inifnity Next) and that has done the trick.
