You can probably associate this with the communist states' push for physical activity, from the Young Pioneers to Komsomol and their counterparts in their satellite states. It's something endemic to authoritarian states and their vision of an "ideal citizen", in contrast to laissez faire attitude towards leisure time found in capitalist countries, rather than something endemic to communism. The Nazis had something similar and so did Gaddafi's Libya, as well as in modern day Turkmenistan.Socialist/communist nations had a higher physical quality of life than capitalist ones.
