I think the creepy thing about it is that he probably thinks he's in fact moral because it "is" legal, he sees himself as giving women an opportunity, it's all deliberately borderline to avoid too much controversy, yet his hiring scheme is designed to obtain as much personal information from jbs as possible. It is by defintion, creepy, because it has the feeling of a pervy IT worker bugging your webcam. With Harvey it's a lot more honest, although rapier.
